Disarming IRA done to stop 'butchering'

I notice Mr. Rogan (Feb. 13) uses the term "breaking of cease fire" rather than butchering of innocent civilians (2 dead, many injured). Good thing Mr. Rogan doesn't live in the UK, since that would make him a target for the IRA. Did Mr. Rogan consider the British Government's prerequisite for the decommissioning of IRA arms (remember the IRA is an illegal terrorist organization) before the IRA can contribute to "all party talks," is to save innocent lives? If the IRA has no arms or explosives, they will not be as adept at carrying out their usual cowardly acts if the talks or proposed talks are not progressing satisfactorily according to the IRA's own time frame or agenda.
