Affirmative action not defined by quotas

I am sick of reading letter after letter of people speaking against affirmative action and mentioning their opposition because of quotas. I would like to clear up the fact that affirmative action is not about quotas and was never about quotas.

Granted, quotas have been used by employers who were not educated about how to practice affirmative action legally and correctly. Affirmative action means employers make a special effort to find qualified minorities to be considered for possible employment. This is why affirmative action is always mentioned as the program to counteract the "good old boys network." If I hear one more letter opposing affirmative action because of "quotas" I will scream. I am thoroughly surprised to find this much ignorance on affirmative action in a university newspaper.
