ABOR may establish rules to help charter, home school students

Policies assuring that charter and home-schooled students receive an equal opportunity to the UA's scholarships and tuition waivers may be established today at the Arizona Board of Regents meeting in Phoenix.

The policy is in response to a 1999 bill passed by the Arizona State Legislature.

The University of Arizona, Arizona State University and Northern Arizona University were mandated to formulate regulations to ensure Arizona charter and home school students have equal access to scholarships and tuition waivers.

"This policy is to help the private, charter and home school students be evaluated on the same academic merit," said Regent Jack Jewett.

Home school students are unable to qualify for a residential merit tuition waiver because they lack important criteria that affect scholarships - such as a class rank.

Charter school students experience difficulty receiving waivers because their class size may be small or their institution may not be accredited, according to the ABOR.

Regent Judy Gignac said the Arizona Legislature's bill was unnecessary because ABOR is in support of the policy.

"I would have supported it without the piece of legislation," said Gignac, adding that communication between the Legislature and the ABOR would have solved the issue.
