A man and woman were arrested for possession of heroin, cocaine and narcotic paraphernalia at 5:40 p.m. Monday in the Highland Avenue Parking Garage, 1240 N. Highland Ave., reports stated.

The woman was sitting or kneeling in front of the man on the sixth floor of the garage. As the officer drove up, he could see they looked nervous and edgy, and they glanced at each other several times but never made eye contact with the officer, reports stated.

The woman had taken her shoes off and was holding a backpack and held it closer to her as the officer approached. The officer asked her to slide the backpack to him and she did, reports stated.

The officer told the man to sit down and he complied the second time after sighing heavily. The officer observed that both people looked unkempt, and he strongly suspected he had caught them engaged in some type of drug activity, reports stated.

The woman was moving around constantly as if to hide something behind her leg. The officer asked her to get up and move over so he could see the item she was hiding, reports stated.

The officer found a blue loose tobacco bag on the ground and the woman had put on one of her shoes, but inside the other was another bag of tobacco which she said was hers and police saw that it contained tobacco and rolling papers, reports stated.

Inside the blue pouch were several used syringes. Both the man and woman said the bag was not theirs and it had been there when they arrived, reports stated.

The officer saw a breath mint tin near them that had black soot on the outside and a dark brown liquid inside. Both said the tin did not belong to them. They said the tin was there when they arrived and so was a small glass pipe which the man broke and tried to drop into a trash can on the first level of the garage, reports stated.

Police searched the man and woman and found no contraband on either of them, but they both had lighters, reports stated.

The man and the woman said they were in the garage to see the view, reports stated.

The woman had old track marks and the man admitted to "popping" when he did heroin, reports stated.

Both said they were not doing drugs in the garage. Police searched the backpack and found a foam yellow earplug inside and another one on the ground with puncture marks in it. The marks were consistent with heroin use to protect the needles, reports stated.

An orange plunger cap used for syringes was in the bag and was the same cap used for the syringes in the blue pouch. The woman said she did not use syringes for medical or other use, and she did not know how that got in her purse, reports stated.

A single black shoelace was found in the bag different from the laces on either person's shoes. Police suspect they may have used it as a tourniquet, reports stated.

A receipt from the Taco Bell at North Campbell Avenue and East Speedway Boulevard was inside the bag and wrapped in foil, and contained traces of heroin and cocaine, both in powder form, reports stated.

They were arrested and placed in handcuffs. They were transported separately to the Pima County Adult Detention Center, reports stated.

On the way, the man asked the officer if the charges would be dropped if he told him where he got the drugs, and the officer said he could bring it up with the County Attorney, reports stated.

The man said he had bought the narcotics from a man at the Taco Bell, and he and the woman did the drugs on the way to the garage. The man said he did not know where the drugs in the garage came from and if they were the women's, she had them without his knowledge, reports stated.


An unknown man tried to drop off several rattlesnakes at an animal care facility at University Medical Center, 1501 N. Campbell Ave., at 9:32 p.m. Monday, reports stated.

An employee at the facility was contacted at home by UMC security because of the suspicious situation, reports stated.

The employee said she noticed at 8 a.m. the following day there were no snake drop-offs scheduled, reports stated.

The woman did not get any other information about the man, and she just wanted to report the incident, reports stated.

The UMC security guard who reported the situation was not available to speak to police, reports stated.


A student's $450 mountain bike was missing from the bike racks north of the Koffler building, 1340 E. University Blvd., some time Monday, reports stated.

The student said she locked her bike at 8 a.m. with a cable lock through the front tire, frame and bike rack. When she returned at 7:15 p.m. the bike was gone, reports stated.

The student provided police with the serial number for the bike and it was entered into a national database, reports stated.
