ORLANDO, Fla. - Orlando without Shaq is one thing. The Magic without Shaq and Penny is a losing proposition.

The Atlantic Division champions lost at home for only the second time this season last night, blowing a 19-point second-half lead without their young All-Stars and bowing to Boston 100-98 on a last-second jumper by David Wesley.

Shaquille O'Neal missed his second straight game because of the death of his grandmother, and Anfernee Hardaway was ejected late in the half after taunting Boston's Pervis Ellison and picking up a second technical foul for arguing the call.

''At halftime, we came in and said, 'If we can't beat them without Penny and Shaq, we've got a lot of problems for the rest of our careers because we've got to go through them for the next several years,'' said Boston's Rick Fox. ''It wasn't pretty when they pushed it to 19, but we stuck with it.''

Orlando coach Brian Hill blamed poor defense, not Hardaway's ejection, for losing just one night after the Magic won easily at New York without O'Neal, whose availability for Sunday's game against Chicago remains uncertain.

''Certainly we're not the same basketball team with Penny and Shaq both off the floor, but we're still good enough to win this game this evening,'' Hill said.

''We had a double-digit lead in the second half. It obviously hurts to have Penny out of there, but we still should have won. Give credit to Boston. They made the plays at the end of the game when they had to.''

Wesley's jumper with less than a second remaining snapped Orlando's 51-game regular-season home winning streak against Eastern Conference opponents.

The Boston guard scored 17 of his 22 points in the third quarter and his 16-foot game-winner over a fallen defender was his only basket of the fourth period. Fox had 16 and Dee Brown 15 for the Celtics.

Horace Grant led Orlando with 24 points and 17 rebounds. His jumper tied the game for the last time with 12 seconds left, but Nick Anderson, who added 23 points for the Magic, fell while guarding Wesley on the final play.

''It's unfortunate that Nick falls down,'' Hill said. ''He's our best defender off the dribble. But he lost his balance and they got a wide-open look at the basket.''

Boston trailed 72-53 before beginning its comeback late in the third quarter. The Celtics tied the game four times down the stretch before Dana Barros made a layup for a 98-96 lead with 37 seconds to go.

Hardaway was ejected with 1:14 remaining in the opening half after he dunked over Ellison, hung on the rim briefly and then glared at the Boston enter.

Official Gary Benson tossed the Magic point guard when he continued to protest the call.

''It was just anger,'' Hardaway said in a statement released by the team. ''I'm just sorry that it happened, to have my teammates playing out there without myself and Shaquille. But things happen.''

The crowd of 17,248 booed whenever the Celtics had the ball the rest of the quarter.
