UA upholds rejection of company's bid to complete Marley Building

Saying it was in the best interest of the school, the University of Arizona has upheld the bid rejection of Lloyd Construction in the completion of the Marley Building.

As previously reported in the Arizona Summer Wildcat, Lloyd Construction left four blank lines on the subcontractors list form. The error cost the company the $3.3 million contract to complete the top two floors of the Marley Building. The rejection cost taxpayers an additional $87,000 when the UA chose the next lowest bid from Carnes Construction.

"What they asked for isn't asked by the state or the federal government," said Bryan Lloyd of Lloyd Construction. "It definitely seems like overkill. We gave them the information they needed."

Robert Hatch, UA deputy vice president of facilities, said the contract was awarded to Carnes Construction. He said the project will begin when Carnes is ready to begin construction.

Lloyd said he thought the appeals process was fair, though he termed the issue causing the appeal "questionable."

"We just assumed they would change their minds once they saw the facts," Lloyd said. "We just hope they do things a little different in the future."

Scott Carnes of Carnes Construction was on vacation and unavailable for comment.
