Detectives are investigating a report by an internal auditor that alleges an employee in the Communications Department fraudulently completed payroll records in order to obtain overtime pay.

The auditor gave police evidence that alleges the unauthorized use of overtime and the unauthorized use of a signature authorization by the employee between February 1993 and July 1995.

Department policy requires overtime to be approved by the department head, and there is no system in place that would have detected fraud by the employee.

The auditor also alleges the employee represented himself as the department head on the phone to try to adjust a payroll roster. The employee insisted he did not misrepresent himself and it was a misunderstanding, however, the person he spoke with said sh e is sure the employee identified himself as the department head.
