Customer service from Parking and Transportation Department subpar

I know that the people in the Parking and Transportation are looking out for their bottom line, but why must I wait two days for a decision as to whether or not I will receive (or have the opportunity to purchase) a replacement bus pass?

Mine was lost/stolen last Friday so I filled out the paperwork for a replacement. A gopher came downstairs for my paper, then returned five minutes later to tell me the Person In Charge was too busy to attend to my loss and would call me this afternoon, maybe, but most likely tomorrow morning (when I am in class). In the meantime I am paying 85 cents a pop for a ride to school and home.

Why does this Person In Charge have to take so much time when I have seen the ads in the Wildcat for bus passes for sale? Am I looked upon as a potential criminal out to get a cheap bus pass? As for the person who took my stuff, and you know who you are: Keep the cash but return my things! It's not so hard since my phone number was plainly written in full view and taking my items to the local lost and found center isn't that difficult.
