A Tucson man was arrested on a criminal damage charge Monday after he was seen spray painting lines on a basketball court east of La Paz Residence Hall, 602 N. Highland Ave., police reports stated.

University police saw the man, Joshua E. Hull, 22, of the 1200 block of East Water Street, spray painting a three-point line and free-throw line on the basketball court about 5:15 p.m.

Police asked Hull if he had received permission to paint the court, and he said he had "asked some people," but did not give a positive answer, police reports stated. Hull told police he plays on the court often and did not feel he did anything wrong.

Hull was cited on a charge of criminal damage less then $250 and was released at the scene.

Police took the spray paint can as evidence.


A Tucson man was arrested on a disorderly conduct charge Sunday after a Circle K clerk reported he was harassing customers at Circle K, 1150 E. Sixth St.

University police arrived at the convenience store's parking lot about 11 p.m. and saw a man arguing loudly with three other men.

Police reports stated that the three men were temporary workers hired to break down Spring Fling and were going to purchase alcohol when the other man, Timothy D. Bybee, 26, of the 3000 block of East Blacklidge Drive, wanted the men to buy alcohol for him.

The clerk told police that about 10:50 p.m., Bybee and another man entered the store to purchase vodka, but the men only had a food stamp identification card, which cannot be used to purchase liquor.

The clerk told police Bybee became agitated and swung his hands around, knocking signs and a cigarette display off the counter.

Bybee also yelled, "Fuck the law, you're a fucking liar," and other statements, the clerk told police. Police reports stated Bybee's statements caused "female customers to move away from the counter."

The clerk told police he wished to press charges for disorderly conduct.

Police reports stated that Bybee continued to yell outside the store while officers spoke with the clerk.

Bybee was arrested and released to his mother at his request.


A Tucson woman was arrested on a drug charge Sunday after a Circle K clerk reported a "drunken" woman was going to leave the Circle K, 1610 E. Sixth St in her car.

Police arrived at the convenience store about 3:15 a.m. and the clerk pointed out the woman at the rear of the store.

Police reports stated that police saw the woman, Sheila A. Payenson, 53, of the 3900 block of East Grant Road, "staggering and swaying" as they spoke to her. Reports also stated that police smelled a strong odor of alcohol coming from Payenson's breath.

While police talked with Payenson, officers noticed a "white powder along her nostrils and under her nose," police reports stated.

The clerk told police that as Payenson was following police out of the store, she dropped a "baggie of white powdery substance" near the store's coffee machine. The clerk said no one had been in the store since he had swept, which was "immediately" before police arrived.

Police took custody of the baggie.

The clerk told police that a surveillance camera would have caught Payenson dropping the baggie on film. The clerk told police who to contact to get the film.

When police asked Payenson about the white powder near her nostrils, she said she was at a bar and someone asked her if she did drugs, police reports stated. Payenson said the person put the drugs up to her nose and she snorted it, police reports stated.

Payenson told police the baggie in the store was not hers and that she knew nothing about the drugs.

Payenson was arrested on a charge of possession of a dangerous drug.

After a search of Payenson's car, no other drugs were found, police reports stated. Reports also stated that after searching Payenson's purse, police found $1,400 in cash separated into $100 increments.

Tests revealed that the powder was methamphetamine, police reports stated.

Payenson was booked into Pima County Jail.
