Allen Arizona Daily Wildcat February 6, 1997 Police BeatA 15-year-old male was arrested on a charge of possession of narcotic paraphernalia Tuesday; after a truck was stopped because it did not have its lights on while driving on East First Street.University police were traveling westbound at 10:03 p.m. on First Street from North Cherry Avenue when they noticed a 1985 GMC truck with headlights, tail lights and its right brake light out. After performing a traffic stop at First Street and North Vine Avenue, police also noticed the license plate had an expired registration date. The officer also noticed the truck's left rear window was broken out, and glass fragments were scattered in the truck's interior, police reports stated. The driver told police he did not have a license with him and that the truck was from a rental agency. As the officer checked the license plate registration, the front passenger and driver opened their doors and ran northwest through Lot 4052, toward the Computer Center, 1077 N. Highland Ave. After the men ran away, the officer ran to the truck's passenger side and blocked the 15-year-old in the rear passenger seat. The officer asked the juvenile to exit the truck, frisked him, and found $5 cash and a brown nylon hosiery sock with two knots tied in it in the juvenile's pocket, reports stated. After the driver and passenger could not be found, police searched the truck and found two keys in the ignition, but no registration, ownership documents or a rental agreement. Police did find a "metal pipe bowl" with burnt residue and an odor of marijuana on a tray in the front passenger seat, reports stated. Police inspected the nylon and found it smelled of burnt marijuana, police reports stated. According to reports, police "figured" the nylon was used to transport or filter marijuana, and therefore it was narcotic paraphernalia. Reports also stated that because the pipe was not in the juvenile's immediate control, police only charged the juvenile on one count of narcotic paraphernalia for the nylon.The juvenile was cited and released to his grandmother. Two other officers inspected the nylon at police headquarters and said that it was probably a "hair net" that had picked up the marijuana smell, reports stated. Reports also stated the police realized the nylon may not substantiate the possession of narcotic paraphernalia charge. The truck's owner was contacted and said the truck had been stolen. While doing an inventory check of the truck, the owner found registration papers and a small tool box missing, reports stated. The owner also found a screwdriver that was not previously on the floorboard and gave it to police. The vehicle was released to the owner.
A male student reported items missing Tuesday from a locker at the Student Recreation Center, 1400 E. Sixth St. The student told university police he locked a Discover card, Mastercard, University of Arizona student identification card, Arizona driver's license and "Open In" identification card at 1 p.m. in the locker with a combination padlock. When the student returned from a workout at 4:30 p.m., the items were missing from the locker and the lock was "yanked" open. The values of all the items were unknown.
