Crystal Water employee Tim Nardi empties a full 5 gallon tank of fresh water in front of the Kaibab Huachuca dormitory yesterday afternoon. Nardi stated that Arizona state law does not permit them to "recycle," even in this case where the tank was unopened. Still, Nardi explained, he can at least water the plants.
