University police arrested a Bisbee man Tuesday on a felony warrant for sexual offenses after he was stopped for a traffic violation.

Steven M. Miesner, 41, was stopped at 7 p.m. in his silver Honda Accord after making a left turn onto East Sixth Street from southbound North Park Avenue. Left turns at that intersection are prohibited by signs.

After stopping Miesner, officers learned of a fugitive out of state warrant for unknown sexual offenses from Kansas City, Mo.

Miesner also was charged with ficticious license plates after police observed the registration stickers on the Missouri license plates were affixed to the plate with a "clear or white" adhesive substance. A computer check showed the car had not been regis tered since 1994.

Miesner did not answer any questions after being told his rights. He was also cited for failure to obey a traffic control device and no proof of insurance and was booked into Pima County Jail to await an extradition hearing.


Police visited Kappa Sigma fraternity, 1423 E. First St., twice Tuesday involving the painting of the fraternity's letters on the street in front of the house.

An officer first contacted members of the fraternity at 2:10 a.m. after observing Greek letters painted in red and blue on East First Street.

A member of the fraternity said he painted the letters. The officer told the member painting on the street is illegal and would be reported to the Dean of Students for possible sanctions.

Then, at 7:22 a.m., another officer responded after members of Kappa Sigma reported the letters they had painted had been vandalized and paint had been thrown at their house.

Members told police they found green and yellow paint poured over the letters in the street and paint was splattered on the house's windows and exterior fence.

Police reports stated it appeared the suspects threw paint cans at the house after dumping the paint in the street.

Photos were taken of the damage and boot prints left at the scene. The City of Tucson Streets Department was notified to clean the paint. Fraternity members told police they did not want to press charges but just wanted to be reimbursed for cleaning up th e damages.


A resident of Coronado Hall, 822 E. Fifth St., was arrested for possession of marijuana Monday, only one day after the hall opened for the spring semester.

Police arrested Jesse W. Staggs, 19, at 11:38 p.m. after a Resident Assistant doing a check of the eighth floor reported the smell of marijuana coming from his room.

Three officers arrived and could smell the odor of burning marijuana coming from a room as they approached, reports said. The officers knocked on the door twice and received no response. After knocking a third time, they heard a thump and the door opened.

Staggs, the only occupant of the room, said he was sleeping, however officers noted the television and lights in the room were on.

Staggs told officers he had not been smoking marijuana, but he had the odor of marijuana on his breath and his eyes were red, watery and glossy, police reports stated.

Staggs then gave officers a metal container containing two handrolled cigarettes, two packages of rolling papers and some "loose leaf marijuana." Staggs then told the officers he had been smoking marijuana for the past hour and a half before the police ar rived.

Staggs was cited for unlawful possession of marijuana and was released at the scene.


A student was arrested Monday night after a Community Service Officer observed him enter Sigma Phi Epsilon fraternity, 1420 N. Vine Ave., which was secured earlier in the day due to fire code violations.

Dominic M. Palmer, 21, a resident of the Sigma Phi Epsilon house, was cited at 8:54 p.m. for third degree criminal trespassing and released at the scene.

At about 5 p.m., officers assisted Residence Life officials in securing the building. Signs were posted on every door stating that the structure was closed. The signs said "Do not enter" in bold type.

When police spoke with Palmer, he said he was inside to move his stuff out and did not see the signs. He told officers he got into the building through a window.
