Monetary issues the main topic at today's regents' meeting

The Arizona Board of Regents will discuss salary structure, budgets, and post-tenure review at its meeting today at Arizona State University in Tempe.

The salary structure proposal is designed to bring Arizona universities' faculty and staff in line with 50 percent of employees at peer schools. It calls for increases beginning in 1998, lasting two to four years and costing $47.5 million.

Though some faculty wanted the salary increase to be over $70 million, the proposal is less ambitious and less expensive.

The 1996-97 fiscal year state operating budget expenditure authority for the universities is being revised due to enrollment decreases at the University of Arizona and increases at ASU. Though it also had a decrease in enrollment, Northern Arizona University is not requesting a change at this time. Legislative budget requests for fiscal year 1997-98 must also be adjusted.

The UA, due to an enrollment decline of 1,312 full-time equivalents, asked for a permanent decrease of $1,687,800 in the fiscal year 1996-97. The request will drop from $291,673,700 to $289,985,900.

The post-tenure review report addresses annual review of faculty, dean's level audit and academic program review, unsatisfactory performances, and improvement plans.

The proposal of the Arizona Faculties Council includes student input in faculty classroom performance. The involvement and weight of student evaluations were a major issue at last month's Faculty Senate meeting.

Provost Paul Sypherd said he thought the regents would be pleased with the amount of work the universities have put into the proposal.

"I think we have picked up on what the regents were looking for," he said. "We have kept the essence of tenure."

As far as the involvement of students, Sypherd said evaluations are time consuming and students tend to lose interest. He said he expected there to be some discussion on the proposal's details, but felt overall the regents would be pleased with the document. The board will review the proposal again on Dec. 10 for final approval.
