Charging students to replace stolen parking permits 'like sending an innocent person to jail'

I believe that I speak on behalf of all students who have dealt with the Parking and Transportation Department at the UA. Recently my Second Street Garage permit was stolen from my vehicle. Shortly thereafter, I visited the Parking and Transportation Department to report the permit stolen. I was rudely told that I would be fined $50 for a replacement.

How can this school justify itself for charging students $50 for a replacement permit that only cost a dollar to produce. The school administration tries to squeeze out every penny from its students. However, they seem to forget who pays for their salaries.

The students at this university are the customers. How can they fine me for somebody else robbing me of my possession? It is kind of like sending an innocent person to jail for a crime that he did not commit.
